The State Duma adopted the draft bill.

The State Duma adopted in the first reading a bill on the implementation of control and supervisory measures for the safe handling of pesticides and fertilizers imported into Russia in temporary warehouses.

Presenting the draft law, Deputy Mikhail Romanov noted that it would allow the Federal Service for Veterinary and Phytosanitary Surveillance (Rosselkhoznadzor) to improve the control over agricultural chemicals and pesticides imported from abroad.

“The bill provides that from January 1, 2023, federal state control in the field of safe handling of pesticides and fertilizers will be carried out not only at specialized checkpoints across the state border but also at temporary storage warehouses, the list of which is determined by the Rosselkhoznadzor in agreement with the Federal Customs Service of Russia. It will be possible to store such fertilizers only in warehouses with the necessary equipment,” Mikhail Romanov explained.

Mikhail Romanov stressed that the purpose of the bill is to optimize the system of quality control of imported goods, which are strategically important for the country’s food security, and to increase the number of specialized checkpoints across the state border of Russia to provide domestic farmers with the necessary plant protection products on time. The introduction of pesticides and fertilizers into circulation in Russia will be monitored, which will become an effective tool in the fight against counterfeiting.
