# Russia sets strict grain export quotas for 2025

Tariff quotas will not apply to grain exports purposed for international humanitarian aid.

The Russian government has established a tariff quota for the export of grain crops from Russia outside the Eurasian Economic Union, effective from February 15 to June 30, 2025. This decision was made in consideration of the anticipated balance of grain production and consumption within the domestic market.

According to the government resolution, the export quota for wheat and meslin will be set at 10.6 million tons, while barley, rye, and maize will have a quota of zero tons. The Ministry of Agriculture will allocate quotas among foreign trade participants.

Based on government decisions, the tariff quotas will not apply to grain exports intended for international humanitarian aid to foreign states.
