The Wyoming nitrogen fertilizer plant developer has raised $3.76M so far, while Cheyenne council members question water use at the proposed site.

*The Colorado-based developer has raised $3.76 million toward a planned offering, while Cheyenne officials question the project's potential demand on local groundwater.*

American Fertilizer is proposing a nitrogen fertilizer complex near Cheyenne, Wyoming, with planned annual capacity of 2.5 million metric tons of urea, UAN and diesel exhaust fluid, according to Cowboy State Daily. The development-stage company, based in Windsor, Colorado, is considering the rail-served Swan Ranch Business Park near the junction of Interstates 25 and 80.

The company describes the proposed facility as the first world-scale nitrogen fertilizer plant in the region. It says local production could reduce freight costs for Western U.S. growers, who currently receive fertilizer supplies from the Gulf Coast, Canada and Pacific ports.

Cheyenne Mayor Patrick Collins said the developer had presented plans for a multibillion-dollar investment. He also said the USDA was aware of the proposal.

Financing and water availability remain key questions. A September 2 filing with the U.S. Securities and Exchange Commission showed that American Fertilizer had raised $3.76 million from four investors toward a $4.76 million offering. The company did not respond to Cowboy State Daily's questions about the project.

Cheyenne City Council members have raised concerns about the facility's potential water consumption. Council member Lawrence Wolfe described nitrogen fertilizer plants as major water users, while Michelle Aldrich said she opposed granting the project access to the county aquifer.

The proposed development would enter a region that already has nitrogen fertilizer production capacity. Cheyenne hosts a Dyno Nobel ammonia facility producing urea, nitric acid and ammonium nitrate. The plant employed more than 200 people as of 2024.

The project comes as the United States continues to rely partly on imported nitrogen fertilizers. Net imports accounted for approximately 13% of U.S. nitrogen fertilizer use in 2025, according to an analysis by the University of Illinois.

American Fertilizer's proposal also reflects broader interest in expanding domestic nitrogen production in the Western Corn Belt. Another development is Nebraska's proposed $1 billion Project Meadowlark, which includes planned UAN capacity of 365,000 metric tons annually.

The Wyoming project's progress will depend on its ability to secure financing, establish a viable water supply and advance development plans. No construction timetable or final investment decision was provided in the available report.
