SECI green ammonia tender seeks producer to secure 54,000 t/yr for Maharashtra fertilizer plant

Solar Energy Corporation of India (SECI) has issued a green ammonia tender to select a producer to supply 54,000 metric tons per year to Madhya Bharat Agro Products’ unit III in Dhule, Maharashtra. The request for selection, released September 24 under Mode-2A, Tranche-II of India’s Strategic Interventions for Green Hydrogen Transition (SIGHT) program, will be awarded through cost-based bidding followed by an e-reverse auction. Online bids are due October 27.
Deliveries are capped at 5,000 metric tons a month. The winning bidder must build and own its own green ammonia production facility at its own cost. It is responsible for finding land, securing permits, and handling storage and transport up to the delivery point. Trading or arbitrage of green ammonia to meet the contract is not allowed, so volumes must come from the bidder’s own plant.
Bidders need a net worth of at least INR 50 million (USD 524,000) for every 1,000 metric tons of annual capacity tendered, measured at the end of fiscal 2025-26. For the full 54,000-ton volume, that works out to INR 2.7 billion (USD 28 million). SECI also charges a document fee of INR 25,000 (USD 260) and a bid processing fee of INR 1.5 million (USD 15,700), plus an earnest money deposit in the form of a bank guarantee.
The tender extends a program that has already locked in 670,000 metric tons of green ammonia a year for Indian fertilizer plants. Pricing in the Dhule round will show whether the cost gains from earlier SIGHT auctions hold at single-plant scale.
