      China’s 2026 urea export quota of 3.3 million tonnes is roughly 1.7 million tonnes below actual 2025 shipments of approximately 5 million tonnes, a pre-committed withdrawal from the global nitrogen market that is reshaping pricing dynamics heading into the fourth quarter. Beijing operates a dual-lever system: volume caps paired with minimum FOB price floors set at $430–$440 per tonne for most destinations, with a higher $500 per tonne floor for India-bound cargoes.

      The China urea export quota mechanism gives authorities effective control over both how much urea reaches world markets and the price at which it trades. Southeast Asian small granular urea currently sits at approximately $412.50 per tonne CFR, near the average 2025 Chinese export price of $410 per tonne — suggesting the floor is already binding on some trade flows.

      India’s state procurement agencies continue to run oversubscribed tenders. The NFL tender in mid-2026 attracted bids for more than 6 million tonnes against a target of 1.7 million, and a follow-up RCF tender for another 1.7 million tonnes opened in late July. India’s next procurement round, expected by late September, could further test how much supply China is willing to release from its tightened quota.

      Western nitrogen producers including CF Industries and Nutrien benefit from the China-set price floor, as any sustained increase in the global urea benchmark flows through to their own realized prices regardless of production origin. The convergence of a structurally tighter Chinese quota and India’s import dependency through at least FY2030 means the underlying tension in nitrogen markets is not self-correcting soon.

      Three catalysts deserve attention in Q4: how much of the 2026 quota actually ships during the June–August window, which will signal whether China is front-loading or holding back; fresh Indian tenders due by late September that would confirm demand is not softening; and the trajectory of European natural gas prices into winter, which sets ammonia production costs for the continent’s nitrogen output.
